Right. But he probably didn't realize that there was any other option. I was trying to point out that even if they don't let him in, it doesn't necessarily mean that he has been "denied entry" and therefore can't use the VWP anymore.

Again, I'm pretty sure that being able to withdraw your application means you don't have any adverse consequences. But I'm not 100% sure about it.
