Clarification request please

This week I notice several companies advertising in the UK weekly press, selling retirement style real estate (mainly in Florida). In their ads they imply that you can buy a property and retire to the US without any problem - even when you speak to their call-centre there is no mention of any time limit to your stay.
Would I be right in assuming that the folks buying these retirement properties are only staying in the US on a tourist visa? The last time I visited, we filled out a waiver card on the plane and the maximum stay was 90 days. So if these folks come back to the UK on or before the 90 days is up, do they then just turn around after a few days and return for another 90 days or is there a maximum length of stay per year.
