Can I submit my N400 at Baltimore INS?

Friends, I live in Wilmington, Delaware. I am about to file my N400.
It says that I am supposed to mail it to Vermont INS??
I just saw on this newsgroup that Baltimore MD is the most efficient
INS. Baltimore is only 1 hour south from me? would I eligible to
apply to the Baltimore District office?

You must apply ot the Service center. They will forward your file to Baltimore, if you belong to that jurisdiction.

You submit it to the appropriate Service Center - Vermont in your case, as
you said.
They will determine where your fingerprinting and interview will take place,
but I don't think that will be Baltimore, since you're not in Maryland.

you said.

Are you always served by a district office in the same state or can you be served by a district office in another state if you happen to be closer to it?
They will determine where your fingerprinting and interview will take place,
but I don't think that will be Baltimore, since you're not in Maryland.

You can be x number of miles closer to another's state USCIS district office but unless USCIS actually says you fall within their jurisdiction, no you cannot use them. You are locked into having to use the USCIS District Office which is responsible for the place where you live.
