Default Can I apply for Citizenship if I have Conditional Permanant Residence status?

Hello Everyone,

I got my Permanant Residence (Conditional based on marriage) status back in
Nov 2001. I applied I-751 for removing of the conditional status and am
awaiting a reply from USCIS. My question is, can I apply for citizenship
end of this year based on the 3 year thing or does the 3 years start once
the Conditional Status is removed?

The 3 years include the time with conditional status.

And you can apply even if you don't hear from the service center on the
outcome of the I-751 (I understand the I-751 and the N-400 will be
adjudicated concurrently)

That is if and only if the original file is at the district office at the time of the naturalization interview AND the examiner is authorized [qualified] to do both examinations for removal of conditions and naturalizaiton. If the file is not there, the interview will be held but the results withheld until removal of conditions is completed. If the file is there and the examiner is not authorized to do both, then again the same scenario.
