Bringing a Spouse to US, We are in England
My spouse and I are living in the UK. We both have leave to remain. I am a US citizen. We wish to travel to the US together.
1. Other than a regular tourist visa, is there an alternative method to bring one's spouse with them to the US for a short visit?
2. Other than a K-3 visa, is there any other long-term visa available relating to spouses?

Not that I know of in relation to question1 and for question 2, the K3 is issued in connection with the filing of a 130. If you are both living in the UK you have the capability of doing a DCF for the 130 and long term visa for him.

For Q1... Visa Waiver Program if the stay is 90 days or less (Assuming
they are from the UK or another VWP country)
Of course, if they file I-130 in the UK, they won't need a K-3. They
would just get a CR-1 or IR-1.

I do realize that the K3 is not needed if they are both in England, I simply referred to it since she mentioned it. It should not be thought of as a stand alone visa. Since they are BOTH in the UK, they are fortunate that they can indeed DCF, which seems by all accounts to be fairly speedy.

There have been loads of discussions here and on other forums - try searching for DCF, and then get ready to spend hours trying to get your head around the process. Its not as complicated as it first looks - I just found it difficult to find somewhere which would give a walkthrough of the whole process.
I also found the repatriation forum on www.uk-yankee.com an excelllent sourse of information on the process.

DCF Direct Consular Filing. You file the I-130 in London (in your case)
This can be done if you are both legally resident in UK. This would be
the fastest way to an immigrant visa in your situation.

Are you planning a move to the US?
If not, your spouse, as a Russian, needs a B1/B2 visa which can be applied for in the UK. S/he will need to show sufficient proof of his and your joint ties to the UK and your plans to return. Yes, s/he will be under extra scrutiny for being the spouse of a USC. Count on a presumption of immigrant intent, even if you don't have it.
The longest entry possible on B1/B2 would be 6 months. If you are considering a move to the US, you would want an Immigrant Visa of some type. The K3 is such a visa, as is the CR-1/IR-1 one gets via DCF.

I ammend my above information to include this: quit playing around with newsgroup advisors and get an attorney. There appears to be more to your situation than you share here, and trying to outguess USICS is a sure recipe for disaster. Partial information here will not help you in the long run; keep in mind that even if you get "in", you're not "done". Please be sensible.

I am confused. If she has a fiance petition, it won't help since the
