The processing dates of the I-130 don't matter.
The PD is what matters, since it determines when an I-485 can be filed
or when an immigrant visa can be issued.
The current visa bulletin shows a PD in family categroy 4 of July 1992.
So it takes ca. 12 years.

No, the I-130 just has to get processed within these 12 years. Even CIS
manages that...
Once the I-130 is approved *and* the PD is current, then an A number
is available.
So, it is 12 years + time for CP (or, if the applicant happens to be
in legal status in the US, the time for the I-485.)
But anyway, the Visa Bulletin only really says that people who had an
I-130 in category 4 filed for them 12 years ago can now get an immigrant
visa or file an I-485. Nobody knows when people who file today can
expect that. If history is any guidance, the waiting times grow.

In the case of Adjustment of Status, once PD is current, it's
basically about 3 months to get wrok permit (with A #) while I-485 ie
being processed, right????
