Must signatures on Affidavits of friends submitted with I-751 be notarized?

No, they do not have to be. Some people choose to anyway but it's not
required.

(An aside - the same may not be true of local BCIS offices; Arlington asked
for affidavits as part of the I-485 interview and stated that they should be
notarized).
