5 months delay:(
INS was supposed to process my case( i_130) 5 months ago ; but i have checked the INS related links and it's like scince 5 months ago they stop processing any new case

Which Service Center are you going through ? Is your I-130 in the immediate relative category ? When was it filed ?

The K3 isn't a replacement for the I-130 (Green card petition), it is filed only when you have a valid and pending I-130.

I feel for you! This whole process is really frustrating. I am going through NSC too and so far still waitting for my NOA2. You should ask your fiancee to call. See what they will say?

pourya i would say since u have a pending I-130 then go ahead and apply for the k3 visa. the MSC which processes the K3 is going pretty fast rite now... it could take a few months for u .
