Work Permits Expire, Racks Up $100k in Hospital Bills

What I'm wondering, is how he managed to get TWPs in the first place (Detailer is a NOC 'D' position), and then why his employer waited so long to put him onto AINP
Did AINP reject him solely because of no valid WP? Or is the fact he's sending all his money back to the Philippines, building a house there and his whole family being there flag up to AINP that he didn't "intend to live and work in Alberta permanently."

Yes, can't see why a detailer is granted a TWP. Obviously a personal tragedy for the guy, not helped by official delays, but is this the case the media should use to highlight the problem?
