Try TVCatchup - Channels Ignore the "Only for UK residents" statement - it works fine here in the Philippines on PC and tablet.

There is still this one viewtelly - Watch UK Television (TV) Online Anywhere - Any-time FREE which works, albeit not as many UK channels.
