It depends somewhat on the child, but I don't see any reason why a 7 year old shouldn't ride a bus, after all there is necessarily an adult nearby at all times when the bus is in operation, and so I would consider a child to be safer on a bus than walking alongside the same road that the bus is travelling.
By the time I was six years old I was walking to school on my own, about a mile or so. I suspect that would be considered "unacceptable" for a six year old today.

As long as they're not smoking or using bad language o the bus I don't see how much trouble they'd cause other bus passengers. It's political correctness gone mad.

Child welfare were called in, and they're idiots in this province!
My daughter rode the bus from school to a bus stop where her father met her from the day she started Grade 1 at age 6. The Grade 1 teacher escorted her across the road to the bus stop and waited until the bus came for the fist couple of weeks. Then the school decided she really was capable. There was no problem crossing the road as there was a school crossing patrol, and also a policeman watching for the first month. We would drop her off at school in the morning.
She was about 10 when we allowed her to ride the bus to school by herself, although that meant taking 2 buses.

A city bus? I'd be cautious and it would depend on the child and whether they were alone, a school bus? Then no they are not too young.

I can't work out if this is just a going to school thing - and if so, why - or a general thing.
I moved from Keynsham to Brislington when I was 10. I'm not sure how soon before that I started but I used to ride the bus into Bristol Bus station (30 mins/6m) alone.
When there was nothing at the local cinema (The Charlton) to see on a Saturday, me and friends would travel by bus to Brislington to see a film there (The Ritz)...about half the Keynsham-Bristol journey.
For the last term of school at Keynsham I was on the bus from Brislington, alone there and back daily.
In the evenings, I did a similar but longer journey to go to weekly boys club meetings.
Maybe someone should arrest my mum. Does the statute of limitations apply?

I really think it's an over reaction on the part of the provincial workers who decided this.
