TIME ZONE help !

dammit I hate this stuff, I'm trying to book an exam and its weirding me out on time zones
its an expensive exam (around $800)
I'm trying to book an exam and these are the options, I'm in Toronto for all intensive purposes,
I thought that was eastern time -5 hours , but its asking for UTC
what do I choose -5 or -4 (-4 is atlantic time

but Im confused a bit

time now is 430

but also I'm seeing this

if it helps google says this

Basically, UTC never changes, but other time zones do go backwards or forwards an hour. If you were booking an exam for January then it would be -5 hrs.

I had similar issues but with Canadian/ USA date format. For PR interview in Quebec I had to go to New York for the actual interview even though I lived in Montreal. The letter informing me of the interview appointment said something like 'your interview will be at 10.00am on 9/10/2004'. Since Canada uses dd/mm/yyyy but USA uses mm/dd/yyyy, I was not sure if I should turn up on 9th Oct. or 10th Sept! I called the Quebec Immigration NY office but it took them a little while to figure out. I did think about going in Sept and if I was a month early I could just return in Oct!

"Regarding the time zone selection on the exam booking form — according to ******Cert, you should simply select the correct city or time zone for your location (e.g., Eastern Time / New York). The system will automatically adjust for daylight saving time, so there’s no need to manually calculate or select a UTC offset."
