My Samsung s4 was $100 with a 2 year plan and most people do that rather than spend 6-7 hundred to buy outright. Next year the s5 will likely be $100 (currently $200) and the s4 will be free with 2 yr contract. The way I look at it if I tried to make my own quad core hi-speed pocket computer with 13mp camera it might take me weeks (or forever) and probably wouldn't be as sleek. What I like is the Canada-wide unlimited internet because of being in BC every year. I don't use much of the unlimited long distance but if I do get the urge to talk for hours I can. Skyping is nice too, my old phone couldn't do it but now I skype on phone and tablet.

Smartphone have become commodities now. You can get most of the spec that you need for $100-200. It's a bit like notebook computers, not many people spending $4000 for a notebook these days.

what specifications am I looking for, to get the best type of phone that will give me trouble free tethering?

Android, Nexus 5, Samsung 4 or 5, does the phone have to be 4G and LTE or is an Android device doable?

I don't want to spend a lot, nor be on a contract with some cell phone company. I would rather have an unlocked phone that I can go to any provider.

Is it always wi-fi tethering or are there devices which allow be to connect via a cord from the phone to computer?

These days the tethering is either WiFi, Bluetooth or a combination of both.

Mine has a setting for usb tethering but I just use the hotspot.
