I'm with Rogers and I pay:
I get pretty decent speeds from tethering on LTE and 3G/HSPA+ / just using data on my phone. I'll upload some screencaps in a bit
You said your internet stick is with WIND - yeah their speeds are pretty abysmal. I've got a SIM from them and its really slow.
If you're ok to do some digging you could get access to a plan from Koodo mobile that is my plan as described above but for $55/month. They use the Telus network and have access to LTE so its pretty good. Its a SK only plan and there's some messing about to do to get it in ON, but its indeed possible. Let me know if your interested

As for cable, right now I have a deal with Rogers cable, its Digital+ (no contract) good for the next 24 mths at $57.05/mth tax included , gives us 200+ channels with a small digital box from them.
We have one 10 year old clunker glass tube TV (because her doesn't like LCD/LED or plasma).
Its just the internet & Bell land line, which I'm looking for a sweet combo deal for the cell phone (with internet tethering to my laptop) and to get rid of Bell & the WIND stick.
Bell & internet with tax basic basic no frills is costing me ~$77/mth.

I've done it a couple of times. Once when we were on a small island off Vancouver Island and the people we were staying with only had very limited satellite internet and would not let us use it.
And a few times at home when Shaw has gone down.
Overall it wasn't bad for basic stuff like email, and surfing the net, but it really didn't handle videos well, but it wasn't an issue as with only 500MB a month of data on the phone, don't want to be watching videos anyhow.
I would not want to use it as my primary internet source as it would be more expensive then Shaw in the long run. Would be nice if in the future we only had to have 1 internet provider for both phone and home for a reasonable price.

Edit: Oh ha ha, I get it, tethering, doh. As with a computer sometimes you just have to unplug it. Ho ho tethering, good one.

Looking back the last 6 months we have used anywhere from 8GB to 80GB in a given month, so not sure any cell company could provide that range of data for a reasonable price....

NOT2OLD: Some Android phones also allow tethering so it doesn't have to be an iPhone.
PS: Also Windows phones (Lumia) allow it also.

Like I said in my other post, i'd suggest the Nexus 5, and know someone else on here who would vouch for it. But i'll elaborate:

Theres the link. Basically its an unlocked android smartphone from Google, with all the trimmings and 4G LTE speeds. No contract included with it, and since its unlocked you can switch providers as you please, ie if a better deal comes round you can switch.

Okay sounds good. I'll be in touch But just to clarify, nowhere did I suggest that you buy an iPhone 6. I only mentioned it because that's the device i'm using, just in case you wanted to put it in perspective. If I were you i'd buy the Nexus 5 from google outright for $349.

Oh That's considered cheap for a new smartphone with LTE that doesn't cause constant frustration with its lagging, as the cheap $100 android phones will do. And at that they probably don't have enough power to tether and/or have it disabled in the software

My GF's iphone on the other hand is sitting in a box with the rest of the junk electronics. Granted its not the newest model and 3 years old, but its a POS and stopped working, well it works as a phone but nothing else will work on it.
She hated it at first then realized everything she uses it for, the iphone was way too much phone for her needs.
I hate apple products so i am slowly getting her away from them.

Look at AMAZON.CA... sure you will see something there, probably from Samsung or Huawei.
