Watching political commentators tonight and listening to a Nebraska official it won't be a quick easy process. At least 2 years before and if any oil starts to flow.

The Russian company that's going to be spitting out the pipe on this end is Evraz North America, and their mill in Regina is getting a multi-million dollar expansion.

They should be agressively inspecting every existing pipeline and start replacing those in the most ecologically sensitive areas with the new heavier pipe. The oil industry won't like it, and they already have a backlog of old non-producing wells to shut down properly. If Evraz in Regina only gets to supply pipe on the Canadian side for Keystone XL that's still 25% of the total project.
