It looks like the email is dated October 10th and the thing was posted on that site on October 14, so it's not exactly something that is brand new. I'd expect if it was credible then major news outlets would have picked it up and commented on it, and I don't recall seeing that being mentioned anywhere.
I suspect it's just some fantasists wet dream. Complete debt absolution with forfeit of all assets forever? Yeah right. Assets would, I think, include cars stocks,, monies in checking and savings account, basically things that can have, or can be turned into something with monetary value.

Judging by what I've just been looking at, it won't be too long before "the canadian report" has a wiki page to itself along with Breitbart, Infowars, Rebel and all the others.
