Answer in two parts;

Part one; is minimum Canadian content, limits your option for choice quit quickly for that part , I think its a minimum of 14~15% not sure...

Part two; most radio stations are part of a handful of network groups, and as such they do use the same play lists, shows, recordings, and this can even be seen crossing the US border where the same show will pop up....

Its a bad mix of Government intervention blended with limited competition
