I don't know every much about the criteria but would you be eligible for help from someone like Habit for humanity? It seems to me that two people on low incomes with health issues might be able to get some help.
I know for HFH you have to donate so much of your time to help build the house but you strike me as person who doesn't mind getting stuck in and getting their hands dirty!
