I don't think anyone can be 'ready' for an earthquake, though some can be more prepared for one than others are. The problem with that would be that those who are prepared will have to help those who aren't prepared (whether by choice or not) if something does happen. Those without are likely to end up looting from those who have.

The mental shock of an earthquake is something one is very unlikely to be abkle to prepare for.
