Maybe it's just that if things appear unable to get any worse, hope and optimism are the only things left.

Things aren't that bad here for the vast majority of people.
There is a mild recession here, not major like many other Provinces.
Manitoba traditionally has avoided the worst of the Boom & Bust cycles.

In 2008, Manitoba’s economy grew 2.2%, well above the national increase.

the whole province doesn't add up to 1.5 million people, you produce about 3% of the total GDP of Canada
so 2.2% of 3% is about 0.07%

Any province showing signs of economic progress no matter how slight is surely good news in the current climate.
