I'm not sure how popular they today.
I would think most parts a readily available, I don't think you would have to import anything.
Just do a Google search for propane conversion and the name of the city your moving to.

There are at least three Manitoba Propane Conversion Centers

I don't think that list includes all places where propane is available.

There's a lot a LPG places in Winnipeg, most of the Taxis run on it (those that haven't converted to Prius's). Most of the gas stations that refill bar-b-q tanks can do vehicles too. Its around 70c per liter.
