Surely no-one is going to answer the question, "Have you ever done anything for which you could have been arrested but were not?', when the declaration it asks you to sign tells you that any of the information you give might result in a conviction.
So, you got away with Indecent Exposure (seems like quite a lot of you did, anyway!) at the time, but if you admit that on this form you could get prosecuted for it now.
