The Toronto lawyers say that the English test is too hard for immigrants. 95% of the city construction workers are failing the test.

He said workers have to dish out $275 each time they apply to take the test and some have failed three or four times.
He said the newcomers have to attend a community college to write the test and must pass to obtain permanent residency and then citizenship. Most have been in Canada for years and are still going through the immigration process.
“Ottawa has to lower the bar so these people and others like them can pass,†Boraks said.
He said the workers are awarded points based on skills that include listening, reading, writing and speaking English. Perspective immigrants are awarded 24 out of 67 points in total for English or French language skills.

A few of the construction workers i tried to communicate with during our recent apartment reno's could barely string a sentence together in English. Saying that, maybe they just didn't understand my Yorkshire accent

The IELTS is NOT hard. It's pressurising but it's not hard. It's always been a requirement to speak English to emigrate to Canada, just before people used to send fake letters about their proficiency instead of doing that test. Canada does not need workers so bad it should overlook this basic requirement.
