The business local to me are all seasonal (Sun Peaks resort). Offering extended health to short term employees doesn't make financial sense. Your point (b) is logical to me.

Government health care is always under the microscope to cut costs.

I had government funded dental in the UK, and although the Canadian system is expensive (either for the individual or the employer paying the premiums), the standard of care and treatment is very hard to fault.
I have government covered dental, and aside from basic stuff, they generally wont cover things like root canals, crowns, and things of that nature. (I know most of the population doesn't have dental cover through government in Canada and this would not be the norm.)

Just using it as an example how the government when they do provide dental cover handles it, pulling teeth is cheaper then a crown or root canal.
