Obviously. I hear there are those ones, or there are also ones in regular consumer packaging, that you dont pay the provincial tax on, rather than both federal and provincial taxes...

I also hear that the ziplock bag ones can be rather variable in quality...

Ok, then I've no idea. It's what BAT and others do in the UK, assumed it was universal.

To the op

You can go into any shop 7/11 and the like and buy rolling tobacco there.

It doesn't come in pouched it comes in tubs and honking great big ones at that.

I recall you can buy Canadian Classic and Accord and its around $50 for a tub, however when you go in ask for a "can" of rolling tobacco.

You can buy papers in any shop as well.

I did this once when I first moved here however people look at you as though you are smoking a joint, because no-one I have ever seen smokes rollies here

I expect you can just pop next door and pick something to smoke from their basement. Probably at least one of your neighbours is doing it.

All indoor public places and some outdoor places too. Also, there is a smoking ban on people in cars carrying passengers under the age of 19.

Well according to "her next door" the house over the way thats rented out is a drug den and they are definitely growing and supplying. (I've seen no specific evidence although i believe her own son smokes it)
Then again she swears blind the neighbours the other side are indulging in all sorts of bed hopping stuff. (They are Jehovah, do they do that sort of thing?)

I think she just wishes someone would invite her. :)

"The Smoke-free Places Act requires on December 1, 2006 that all indoor workplaces and public places be smoke-free. The Act requires all outdoor licensed areas and patios of all restaurants, lounges, beverage rooms and cabarets to be smoke-free."
