Default Residence Pass

Hi,
Just went to the NRD office in Kota Kinabalu to enquire about a 5 year Residence Visa. Guy behind the desk said it is only available in West Malaysia. True?

No. Residents visa. I was told today by a senior officer that it is only West Malaysia
