A NZ citizen may work and reside in Australia indefinitely, but will not have access to social welfare benefits generally.

And when you apply for citizenship you state that your intentions are to
remain in NZ - not that they will be able to do much to stop you moving.

NZ citizens who moved to Australia on or before 26 February 2001 generally
have the same access to social welfare benefits as Australian permanent
residents, with a 2 year stand down period for the unemployment benefit.
After 2 years, they are also eligible to apply for Australian citizenship.
NZ citizens who moved to Australia after the 26 February 2001 cut-off, are
allowed to reside and work in Australia under the Trans-Tasman Labour
Agreement, but are not eligible for many social welfare benefits, including
the unemployment benefit. I understand this also means they are not
automatically eligible for Australian citizenship after the 2 year waiting
period, unless they are first granted permanent residency.

Re: Working in Australia as a NZ permanent resident?
In general that's true about the 26.2.01 cut-off although the details
are more complex. Physical presence in Australia on 26.2.01 or 365+
days physical presence between 26.2.99 and 26.2.01 are two ways to be
recognised as 'eligible'.
There are also transitional rules, including one that allow some NZers
who arrived up to 3 months after the deadline to be regarded as
permanent residents if they get assessed by Centrelink as resident in
Australia. This must be applied for by 26.2.04.
Full details are at http://www.nz-oz.gov.au
Two little quirks here:
1. New Zealanders can't generally qualify for Resident Return Visas
because the special category visa (even when all NZers were treated as
permanent residents) is technically a temporary visa. Only the small
number of NZers who've now obtained permanent visas will in future
qualify for RRVs
2. To be deemed 'eligible' a NZ citizen in Australia must have held a
special category visa (subclass 444). Some NZers are given special
purpose visas instead, eg diplomats, official guests and aircrew.
These don't count. Nor does it count if a NZer with dual nationality
entered Australia on a non-NZ passport, as the visa category would
again be different unless they changed status onshore. There's a
recent AAT cases which illustrates this:
http://www.austlii.edu.au/au/cases/c.../2002/719.html
What all this means is that a NZ citizen in Australia has got to make
sure that he's regarded as an 'eligible NZer' and not necessarily
assume anything. As far as I know it's possible to apply to DIMIA on
form 1162 for confirmation of status.
