Default Work Experience counts on pro-rata basis .. HELP !!

ACS says part-time work experience counts on a pro-rata basis.

I have 2 years full time and 2 years part-time(20 hrs/wk) experience
in IT. New ACS requirements states that that for Skills verification I
need atleast 4 years of experience.

I sent an email to ACS asking if part-time experience of 20 hrs/wk
would count towards my 4 years. I got a reply back saying that it
would count on a pro-rata basis. What does that mean ??. Do I have 4
years or not .. or will they count it as 3 years experience in which
case I don't qualify.

Please help !

Thanks
