From your description it does seem as if it might work, provided the husband doesn't have "contact" with the sister in the UK. Normally, as you'll see from the link, you need to explain the dynamics of some family breakdown to support the absence of contact.

It sounds like a key question will be whether you will have your PR plus the necessary 2 year residence period by 1 November 2005 - if you'll have less than 2 years get professional advice from an agent experienced in this area as the rule change will not be flexible.
As an alternative, does either your wife's sister or her husband have any chance of qualifying for a skilled sponsored visa?
