What is a substantive visa?

I've been browsing through the Australian Immigration Forms and I came across this subject
and I'm just curious as to what it refers to.

Thanks Zoltan Just to be absolutely clear would the temporary visas such as holiday,
business, retirement or student visas also be classed as substantive or does it only refer
to permanent residence visas.
