What happens at end of an ETA?

My partner is coming in on ETA pending the outcome of a spouse application in Europe.
Obviously she won't work etc and will just be on holiday. The plan is to nip across
the Tasman when her visa is OK'd. When we applied in Europe, they told us that
average time was three months, then a couple of weeks later they said three to six
months. Now four months on, they are saying six months on average.

Well...her ETA should be good long enough for the outcome. But, what happens if it
isn't. Does she have to leave and come back, or can she maybe extend within the ETA
somehow, provided she abides by the no work and holiday conditions?

If it looks like your spouse's ETA is about to expire and still no news on the
off-shore spouse visa application, she could apply on-shore for a sub-class 686
visitor (long-stay) visa provided the grant of the visa will not result in her being
authorised to stay in Australia for more than 12 consecutive months as the holder of
one or more visitor visas.

She will need to show she has adequate funds to support herself whilst in Australia
(allow $300-$400 week), a ticket out of Australia at the end of the period requested
and be a genuine visitor.

And if I understand DIMA correctly she can apply for the 686 visa via the internet
