When they dept. says that we have 12 months to validate our visas, does it mean that all the members migrating have to validate within 12 months ? Or can only the main applicant validate his visa on behalf of his family within 12 months ??

It is validate within 12 months of the date of the earliest police or health clearance - so may be around 9 months by the time you actually get the visas. All must validate before the initial entry date condition on the visa. The main applicant must validate before the rest of the family (or at the same time. So the main applicant can validate ahead of the rest of the family with the rest following any time after but before the initial arrival date. If the main applicant does validate ahead of the rest, when the rest eventually validate, it does not matter whether the main applicant is in or outside Australia at that time.
