Hi, we are in the uk , my husband has been offered a job with a branch of the government working in Tasmania , we are losing our minds trying to understand the visa application process and the employer wants him to start work sooner rather than later . Can anyone recommend a starting point please .

To work for the Australian Government you have to be an Australian Citizen. You might need to offer up some more information about exactly what the job is and details about the company involved to get a useful answer.

State Governments will employ Permanent Residents, and in some cases Temporary Residents. Its only Federal that insists on citizenship.

While Polly answered Spuddy's post, you have not given any useful information for us to help you. In order to get information you have to give it.
So....What is the job, is the company sponsoring him, are you expected to sort the visa?

I don't know the intricacies of the Tasmanian government but here in Queensland you would be sponsored by the government for a temporary visa (although that is less and less likely now unless the employer can prove that they can't find a suitable local candidate). The only people who can help are the people who made the job offer. Unless they think you have a visa already or expect you to find your own - if that is the case the only 'quick' visa with work rights (without a sponsor) is a Working Holiday Visa - and that has a number of limitations that make it mostly unsuitable.
Contact the prospective employer and ask which visa they will be sponsoring your husband on.
Best of luck.

Unless OP's spouse is already an Australian Citizen or Permanent Resident, then yes he would need sponsorship. I find it extremely curious that the Tasmanian Government offered a position and then just said "sort out your own visa" with all the pratfalls, waiting and point-testing that could entail.
As OP couldn't be bothered to provide more information as others requested, or an update - I will assume this is resolved, or the whole situation wasn't what the OP thought it was and our advice is no longer required.
