Visa charges - Can pay by Debit Card

Visa charges - Can pay by Debit Card
Hi every one .
My friend is about to applying for her 489 regional Sponsored visa and she is wondering whether she can pay the visa fee by her Debit Card ?
And the same how long will she be able to upload her Docs from the Visa lodgement ?
And her huby didnt do the IELTS but he has done some Accounting courses in English medium and its a two yrs course which is not mention whether part time or full time course in the certificate.will CO accept it as functional English proof ?
And the same her huby has 2 yrs English medium Practical Training Certificate also ,Can she submit that Training Certificate as proof of Functional English ?
