Default Understanding a statement on Victoria website?

Could someone have a read of the statement on the Victoria website below and tell me whether this does mean a Social Worker needs to have their IELTS results at the time of application?
The first sentence says you don't but then I can't work out if the second sentence is saying social workers do need to provide an IELTS with their application, or if its just saying separately that social workers have to achieve a 7 in the IELTS but has no relevance to it being provided at the point of application. It's a poorly worded sentence!

"Will you accept my IELTS result?

You may attach this to your application if you have already obtained it, however we do not require IELTS results at the initial time of application. If you are applying under the occupations of External Auditor, Accountant or Social Worker the applicant must have achieved a 7 in EACH band, not just an overall score of 7. The Victorian Government does not participate in the English language concession. Applicants applying under the Skilled-Regional Sponsored visa category will be required to show evidence of meeting the 'competent' threshold, or higher if their occupation is one of the above."

It means that you do not have to provide your IELTS result with your application but it will need to be provided at some point during processing of your application, before a decision will be made. So, you can apply today but send in your IELTS next week.

Thanks Dorothy. Haven't got the IELTS yet but seeing as its an inevitable part of the process will get that sorted sooner rather than later.
