i have some questions

i want to know what is the different between TRA Offshore Skills Assessment
Program and TRA Migration Skills Assessment ?

there is a list of countries in TRA Offshore Skills Assessment
Program, does that mean no one from other countries can apply?

i did not see IELTS in the requirements, have i missed that or it is really not required?!
