My parents has got 3 years of tourist visa and its details are as follows:

visa granted 07/08/2022
must not arrive after 07/08/2025
visa conditions max 12 months stay in 18 months

My parents came to Australia on 1/12/2022
planing to leave on 15/10/2023 (total stay 319 days)

So they have to stay out 6 months to come back stay another 12 months
my question is if they want to come back to stay another 12 months when can they enter the country again?
Is that means I need to calculate from the day they leave the county which is 15/10/2023?

You calculate this by looking backwards from any day and counting how many days they have been in Australia in the previous 18 months. This always needs to be less than 365 days. In your example, if they want to stay a full 12 months when they next come, they would need to spend a full 6 months outside Australia first.

They have spent 319 days in the 18 months, so if I count 6 months from the day they leave the country. Should be ok

Yes and as long as they arrive before the 7/8/25 they can stay a full year, so they can arrive on the 5th August 25 and still stay for a year.
