Is this only for gerneral skills applications. We want to go to Tasmania but
we applied under family sponsored because my brother lives there. Will this
have any affect to my application. We applied in may 2002 and we don`t even
have a case officer. So I think nobody has looked at our application so far

No, there is no impact on your existing visa application.
Also, note that:
1. Tassie has yet to decide on which skilled occupations it wants.
2. You couldn't change your existing application to a Skilled-STNI without putting in a new visa application, as the Skilled-STNI visa is a sub-class of a different visa category to that which you have applied for.

The Minister's site probably isn't the one to look at actually Tom, as the Tassie Government will be the ones that decide which occupations they want, and therefore this is probably a better site to review periodically:
