According to the Victoria Government website (www.liveinvictoria.vic.gov.au), an application under this occupation can be submitted without a job offer.

From our own experience, they are not insisting on job offers, but they will reject any applicants that they feel might have some trouble finding work. This happened to us.

so I guess the best answer is - give it a go and see what they say. Afterall it is not a listed requirement.

just be careful with the skills assessment. I applied under 2231-17 but the ACS assigned me the 2231-15 (software designer) code - and I am an application programmer. So you need to make sure the docs for the skills assessment really cover you for 2231-17
