Spouse Visa processing time

Spouse Visa processing time
Hi,
We submitted an application for my wife's spouse visa nearly a month ago and yet I've heard of several people getting their spouse visas through within 7 days recently. Our case officer responded immediately after submission stating that if we supplied a bit more info we could get a permanent visa instead of temporary. We've done this but it's now taking ages. Do permanent visas normally take longer than temporary?
