If spouse gets low bands in ielts than one have to pay full 2nd insrallment or is there any relaxation in it

Spouse must either get a band score of 4.5 or pay the full second
instalments. No flexibility in that.
The second instalment does pay for 500 hours English language tuition
once in Australia - contact the AMEP as soon as you arrive as if you
don't claim the tuition you lose it.

Once we decide to pay second instalment, is it required to inform DIMIA about the same ?
If so, is it required to attend IELTS at all for Spouse ?
