Does anyone know what happens if your skills assessment expires while your visa application is in process?
For instance ACS skills assessment results are valid for 1 year, if you visa is not granted in that year will you have to do the skills assessment again?

For most visas, the skill assessment is a 'time of application' requirement, in other words the ACS application cannot be older than 12 months from the day you submit your visa application.

That relieves me a lot.
I did my IELTS and it is not enough, and planing to re-do in Feb-09. so by the time i apply for the VISA it could be around.. March or April 2009, and i received my ACS Skills Assessment on June 2008.
under these circumstances this is enough isn't it?
one more question i would like to ask from Geoff Ward.
suppose if i need to get a State Nomination, what are the States that give nomination for 2231-11 (Systems Manager)? My IELTS results are given below.
Reading 5.5
Listning 6
Writing 6.5
Speaking 7
please help.

In order for the ACS skill assessment to be valid you will need to submit your visa application, with your skill assessment, prior to the approval date of the assessment, which you indicated was 30 July 2008. If this is so, then your visa application would need to be lodged before 30 July 2009.
As for the state nominations, each state has their own eligibility list and 'other' requirements that you will need to satisfy. You should peruse the following sites to understand the requirements. State sponsorships applications are on the increase and consequently the state governments are becoming more selective about who they wish to nominate. Your application should be strong and address the key criteria, to avoid a refusal.

Your current IELTS isn't enough to be sponsored by NSW however South Australia would sponsor you now, subject to their criteria, for the 475 visa provided you're happy to pay the additional A$2500 for your concessional competent English score (ie average 5.5 or more).

that means if i have to apply for a state nomination i have to apply under the 475 visa category? why cant i apply under the 176 category or visa sub class?

Because you haven't got a high enough score on your IELTS. In order to apply for 176 you need 6 in each of the 4 bands.
