Sending completed application for spouse visa
Do you have to wait for them to request for you to have a medical and police
clearances or can you arrange this and have it sent along with your
application?

No, you can go ahead and arrange a medical and police check (try looking for other posts on 'front loading' spouse visas) just be aware that police and medical checks are only valid for one year...so dont get too carried away and do them too early...!
