Relevance of deeming date?

Default Relevance of deeming date?

Hello,
What exactly is the relevance of the deeming date? If the deeming date given was oct 2001 for example, would this mean that I am considered appropriately qualified from that date? Does this then mean that the work experience for my visa can only be counted from this date?

PS I'm refering to a skilled independent visa.
