Do you really need them? Is there not another way of making the points requirement.

If not, then I would not be leaving this until the last minute no. My understanding is that points are assessed once, when a CO is allocated and you cannot subsequent to that top them up.

Safest option is to aim to have everything when you submit, what if partner did not pass skills assessment and you have lodged a visa application with not enough points, it would have been a waste of time and money.

You may however, apply for a review with additional information and documents after the result of your first application has been declared (with success or failure), but that will cost you some fee.

Like BermudaShorts points out, save this hassle and money by preparing well before you apply.

No, you cannot apply for a "review" after your application has been decided. There is no appeal on a 175/176 offshore PR visa application.
