Applied for 176 family sponsored. We are from Low risk but not on the CSL or MODL list.

Can we ask for refund if we don't hear from the Case officer with in the time frame (12-15 months) .

i thought the time frame was a guidline and not fixed, i would be suprised if you got a refund, have you spoke to them? you could contact a immigration expert and look for professional advice, there was a thread before about this and i think the only way to get a refund was through a mistake on there part but im only guessing so dont quote me.

Yeah Its true .........you will only receive a refund if DIAC make a mistake.

And they do not consider the new changes as a mistake.

So does that mean the wait time for the visa is indefenite ?
