Proactive Police Clearance

(Please pardon me if this shows twice...sending error with my connection!)
Do I have to have DIMA obtain the police clearance, or can I obtain one just prior to
leaving the US?
I thought it might be easier if I brought (in a sealed envelope) a clearance letter from
the State Police, The City in which I live, the County, AND from the Bureau of Criminal
Apprehension (Federal level) to help with the process. As well as a police-certified
fingerprint card with an accompanying passport photo.
If I bring these with me and they're but a few weeks old by the time I submit them to
DIMA, will this be acceptable? I reckon it might sound like a lot, but I'd like to cover
all my bases...
