PR Lost
Can anyone please advise me that if I am unable to migrate to Australia within the
validity of the PR, then will I be allowed to apply again? Will it be held against
me? Thanks for your responses in advance

If you have lost PR it is perfectly possible to apply again, and no it will not be
held against you. However, there's no guarantee you'll qualify under the rules as
they would be in future.
As long as you visit Australia before the first entry date (even for a short holiday)
you have up to 5 years to make the move proper.

Sometimes. But they have to be very special circumstances and you should definitely
not rely on being able to do so in advance.
By the way, are you the person also posting to misc.immigration.canada about the best
place to live in Toronto?
