PR Granted is there a correct sequence to entering Australia

Hi, I'm sure the relevant brains trust here might be able to help my partner on a question with regards to activation of a visa which has a few twists in the tale. Let me begin:-

My partner has been granted an 858 Highly Skilled Migrant Visa last week. She is currently working in the US and will be returning to Australia in September when I understand her visa will be automatically activated on her first entry into the country on her American Passport.

She has two daughters both over 18 who both have New Zealand and American passports. Both of her daughters were included on her visa as family members and as such have also been granted PR.

All three (Mother and both daughters) have been sent individual Visa Grant letters with different Visa Grant Numbers all be it consecutive numbers. These Visa Grant letters specifically reference all their individual USA passports and make no reference to the daughters New Zealand Passports.

Both her daughters have been living in Australia for a number of years and have been entering the country on their New Zealand Passports as that enabled them to study in Aus etc. Currently one is onshore in Australia having entered the country on her New Zealand Passport, The other is in USA for a vacation and intends to return to Australia in July.

The questions that are confusing us are:-

1. Does the daughters visa automatically get enabled or is it not enabled until their mother the main visa holder enters Australia.
2. Does the daughter that is currently in Aus need to exit Australia on her New Zealand Passport and re-enter on her USA Passport as that was listed as the primary passport on the visa application.
3. Does the daughter who is currently overseas need to either wait to enter Australia until her mother has entered in September or can she enter before her mother and if so which passport should she use.

I realise these are good problems to have as PR has been granted but we want to ensure that they don't make a mistake and either invalidate a Visa or have problems crossing the border.

Any input on these would be gratefully received.

Read all the Visa Grant letters carefully. If there is any requirement to enter together or for one to enter first, it will be in there - something like "Ms XXX Visa Grant Number 1235 must not enter before Ms XXX Visa Grant Number 1234" This used to be on almost all visas like this, but nowadays is rarely seen. If its not in the grant letter, its not an entry condition.

The daughter with the visa linked to the US passport will need to enter on that passport in order to properly activate and link the visa. However, having left n the NZ passport, I would advise carrying both passports, AND the grant letter, just in case of any queries at the border. Do not re-enter with the NZ passport, as that will just activate the usual 444 visa for NZ citizens.

As to whether the visas are already activated - check through VEVO on the Immigration website, which should tell you which visa is currently active for each person. It may also say in the grant letter - it will probably have a date "must not enter after xx/xx/2028"which is when the travel portion will expire, but it may also say something about "Must enter before xx/xx/2024"in which case it looks like the visa has to be activated by going offshore and returning. If the daughter currently onshore is still showing with the 444 (or whatever she was on) showing as active, then it looks like she may need to leave and re-enter. I suspect this may be the case because of the different passports involved.
If she does leave, then leave on the NZ passport and return on the US one, carrying the NZ one & grant letter, as above.

It should all be detailed on the Visa Grant with respect to what document they would be required to enter on.

The visa grant letter would not necessarily state which passport to enter on, as the only one its concerned with is the one connected to the granted visa, and its then further complicated by having gone offshore during processing . Usually its very straightforward, but I must say thats one of the more complex cases I've seen!
