periodicity of MODL review

periodicity of MODL review
hi all,
is that correct:
"MODL Occupations used to be reviewed once a year with changes in
April/May and twice a year for IT occupations...." ?
how could it be if an accountant, for instance, appeared again in MODL on October, 2004? and it's still in MODL until now (including November, 2005 review)?
i.e. what's the next date when not "IT occupations" will be reviewed - spring or autumn of 2006?
